Rather than stomp out the dozens of extant bugs, they weed out the really nasty ones (we hope!) and ignore the rest until the next major milestone. Sure it sounds bad at first blush, but hey, Microsoft built an empire on this kind of release engineering.

Oh, and as recently as, about a year ago, the big talk at the campus lunch tables was basically should we declare 1.0 as a moral booster / propaganda coup ahead of schedule, or when it's done? You can guess what the consensus was...
