Sadly I don't think it runs Palm OS, just some proprietary Nokia thing. Might be SymbianOS like the 9280 "brick" smartphone.

Nokia sent a few of their reps to our office on Tuesday to shop our customer serive reps the news line of nokia products. I saw this phone in one of their pamphlets, and they said we could expect this type of phone in the states in about a year to a year and a half. Hopefuly we get it sooner.

I'm thinking it's more likely for the phones available in europe to transition over here faster now that all the networks are switching over to GSM. There's GSM/GPRS service here now, although it's completely sketchy in other areas.
